Opposition submits motion seeking removal of Lok Sabha Speaker Om Birla amid Parliament showdown

The Opposition submitted a notice seeking the removal of Lok Sabha Speaker Om Birl. As many as 118 MPs have reportedly signed the notice of no-confidence motion against the Lok Sabha Speaker.

The Opposition submitted a notice seeking the removal of Lok Sabha Speaker Om Birla to the Secretary General of the Lower House on Tuesday, 9 February.

“A total of 118 MPs have signed the notice of no-confidence motion against the Lok Sabha Speaker,” Congress sources told news agency PTI earlier.

Following the submission, Om Birla directed the Secretary General to examine the notice served to move a resolution to remove him from office, sources said.

Why Opposition wants to remove Om Birla

Opposition leaders alleged that Birla has been conducting the business of the Lok Sabha in a “blatantly partisan manner”. They accused him of not allowing the leaders of Opposition parties to speak in the House.

“We, the undersigned, hereby give notice of a resolution for the removal of Shri Om Birla from the office of Speaker Lok Sabha, in terms of the provisions of Article 94(c) of the Constitution of India, because of the blatantly partisan manner in which he has been conducting the business of the Lok Sabha,” the Opposition’s motion read.

The notice stated that on several occasions, “Leaders of Opposition parties have just not been allowed to speak, which is their basic democratic right in Parliament.”

The opposition leaders also mentioned four instances to substantiate their claim against Om Birla. They said:

1. On 2 February 2025, the Leader of the Opposition in the Lok Sabha, Rahul Gandhi, was not allowed to complete his speech on the Motion of Thanks to the President’s Address. “This is not an isolated instance. The Leader of the Opposition in the Lok Sabha is almost invariably not allowed to speak,” the leaders claimed.

2. On 3 February 2025, eight Opposition Members of Parliament were arbitrarily suspended for the entire Budget Session and are being penalised merely for exercising their democratic rights, they said.

3. On 4 February 2025, a Member of Parliament from the Bharatiya Janata Party was permitted to make wholly “objectionable and personalised attacks on two former Prime Ministers without
