The firm will now develop the design and delivery strategy for a new 3.6km link road between the A49 and A465.
A separate tender will be launched this summer to appoint the contractor for the full construction package ahead of a planned start on site in December.

The revived scheme, previously paused in 2019, has now been rebranded as Phase 1 of the 8km Western Bypass project.
The bypass is designed to ease congestion on roads south of Hereford by diverting traffic away from busy urban routes while improving connections to South Wales and the Hereford Enterprise Zone.
Graham will lead early-stage design and technical development work in partnership with AtkinsRéalis.

The route will include several structures and underpasses, including a bridge spanning the Hereford–Newport railway line.
Andrew Henry, contracts director at Graham, said: “A project of this size and scale can prove complex, so it’s great to be involved early in the process to mitigate risks and plan for success.”
Phase one of the Hereford bypass is expected to complete by the end of 2028.
