TORONTO — Three big tobacco business would pay almost $24 billion to settle a long-running legal fight in Canada, according to a proposed offer.

Philip Morris International stated Friday that a court-appointed conciliator had submitted the proposed settlement with its Canadian affiliate, Rothmans, Benson & Hedges, over tobacco product-related declares and lawsuits in Canada.
