MOUNT VERNON, Ky. — A train thwarted and spilled a chemical in a remote part of eastern Kentucky on Wednesday, triggering authorities to motivate homeowners of a little town to leave inthemiddleof issues about air quality.

Gov. Andy Beshear stated in a declaration that regional authorities in Rockcastle County were motivating citizens of Livingston, with a population of about 200, to leave. News outlets reported that a shelter was opened at a regional middle school.
